No, kojic acid is only soluble (dissolved) in water that is why you need to add it to a lotion as lotions are mostly water.

Can you mix kojic acid with hydroquinone lotion?

We don’t advise that you use “hydroquinone” in any skin whitening product. It is unsafe and most countries ban it. I would even suggest that you change doctors if the one you use subscribes it to you.
There are many herbs and vitamins that will enhance a kojic acid skin whitening formulation.
